PS regardless, optus has no interest in capping users. they have a method
which is working for them, and they can measure average usage, which is
always good for pimping stats, and making very nice flowcharts and pie
charts to exemplify usage values. everyone loves graphs.

they can however, change the netstats caclulation method without any notice
on the current terms and conditions, forgive me if i'm wrong, i don't have
optus cable since they kicked me off 18 months ago before the netstats
system was introduced. so i only take a passing interest. it would cost them
far more to remove the netstats system and charge data rates, it would also
cost them a lot in terms of developing accounting methods and practises to
handle data usage, as well as design whole new marketing material and legal
terms and conditions for use, to be sent to every user and prospective user;
in short, it would cost a lot more.

changing the stats in netstats would have the following effect. for example:
The "rolling average" can be decreased by increasing the number of users
culled from the sample range; the highest usage/lowest usage users that are
removed from the sample space, as one example. i.e. changing from the top 5%
to the top 8% of users would cut out about 1000 people who use magnitudes
more than anyone else, and reduce the average significantly. the way it
works is a bit strange because it's held in confidence, but it can be
observed, and predicted. changing the method of calculating stats would make
things ... interesting.
