It certainly can - This is, in fact, one of the planned features for the
new version, which hopefully should be out fairly soonish. New feature
list is something along the lines of:

 - Summary on purchased and total products on main page 
 - Nomination of state reps
 - Multiple "Price breaks" for offers
 - Multiple shipping methods/costs
 - Link to offer on "new product" email
 - "New product" emails sent to melbwireless AND all registered users
 - Payment methods and details to be specified in offer
 - MOTD by nominated administrators
 - Phone number and contact details mandatory
 - Order confirmation emails
 - Clear listing of who is organising offer
 - Email form to contact offer organiser
