Yeah, I think its more a link-layer problem.
Though of course they have to map to each other.

Dont forget caching too, a "cell" processor can remember who it was recently
talking to for optimisation purposes - not so useful for mobile phones (which
are likely to just keep going down the road), but begins to look important
for high-outage networks.
