Remember that the legal limit is defined in terms of EIRP, which is actual
power (dBm) + antenna gain (dBi) - coax/connector losses (dB).
An antenna of sufficiently high gain can exceed the 4W EIRP legal limit.
For example, a 100mW card connected to a 24dBi Galaxy antenna with 2dB
losses
EIRP = 20dBm + 24dBi - 2dB
= +42 dBm, which is 6dB over the legal limit of 36dBm (4W).
