Umm, what for?  Only vague possibility is the amateur microwave bands from
the 10's of GHz up.  You'd also need to apply for the higher power limits
separately, and then raise $$$$$$$$$$$$$$$$$$$$$$$ for the power amps. :)

The $64,000 (hmm, probably what a 70 GHz, 1kW amp would cost) question is
"what for"?

In short, I can't see it being practical, legally or economically.

Oh, there is an easier way...  Join the Navy and play around with their
shipboard radar. ;-)
