Ballarat and Mildura have been running for a while.  We have a couple of
IRLP nodes which are running quite well on Neighbourhood Cable.  From all
accounts, it seems to be an excellent service and also well priced.

Last I heard, Bendigo and Geelong weren't yet operational.
