Here's my take.
Make it a condition to post to the list that the lists rules are accepted.
Make one of those rules that any one posting advertising to the list agrees
to pay $1000 dollars per posting. TIB offers excluded.
Funds used to purchase cards or APs, me first :)

what about people confirming there email 2 hours after signing up that 2 hr
gap sould be enough to stop most programs
what about recording ip's? or baning ip's from signing up?
