"Fade Margin" is NOT a fudge factor. It is a calculated amount of RF level
for an expected amount of availability for a given set of conditions, some
of which include frequency, weather, location, fresnel zone clearance,
and other items which contribute to fading. Well documented by the ITU 
and other communication organisations.
