Sorry, If I wasn't clear in my previous reply:

1)    Yes, we've got no rights to use that space at all.  (I think that part at
least was clear)

2)    Reference to any ACA, ACCC or ACIF codes on facility installation,
facility sharing, or facility access would IMHO be counterproductive.  Firstly,
we've got no rights to the space, so we have no rights under those codes.
Secondly and most importantly, those codes are written for carrier-carrier and
carrier-property_owner relationships.  They are fairly restrictive in what can
and cannot be done, and include many nasty provisions which would be
practically impossable for a non-profit group to meet, such as environmental
impact reports, structural engineers reports, scads of public liability
insurance, onerous indemnities, installation done by the staff of the carrier
granting access and charged at userous rates, etc..

It might be easier to start from scratch and say "this is who we are, this is
what we do, this is what we'd like (pretty please)" rather than "this is who we
are, this is what telstra would give you, can we have the same"..
