Yeah
imagine a Melbourne ISP with POPS in Darwin using MW or (AUS wireless by
then ) to tunnel data from one end of the country to the other where there
are proxies located in each state.

The ISP is being charged 1 or 2 c per meg from Melbourne Wireless then
charging his customer 15C per meg.
