FCC maximum isn't important here - what's the ACA maximum?

is the class license regulations for spread spectrum devices.
It appears that the limit is simply 4W EIRP. 4W is 6 dBW or 36 dBm.

That means a 1W transmitter, 6dBi antenna and no feed line loss,
or a 2W transmitter, 3dB feedline loss, and a 6dBi antenna, etc.

With a 37 dBi gain antenna, you could use a 1mW (0 dBm) transmitter
with some feedline loss at best.
