okay, so i don't have the relevant passage of the legistlation in 
front of me here, but this issue is definitely one that has been 
discussed on this group before.  at some point, the appropriate 
passage was pasted into an email and sent out to the group.  my 
recollection is that there is a provision for a group to pass on 
internet packets to its members on a non-profit basis.  i believe the 
requirement for a carrier license kicks in at the point that one 
starts offering service to non-members, and/or charging for service. 
if anyone has the passage to hand, could they please post it?
