there's a vehicles register phone-number that people can call to find
out whether the vehicle they're about to buy is owned by the person
who's selling it, and whether there's any finance owing on it.

i can't remember the number right now (should be easy to find), but when
i used it they had no problem confirming the owner's name & address.
