An individual is required to be a member to access the network, but we
do not change access fee's in the sense that an ISP would .. there are
no ongoing monthly fee's or data charges.

However, in the case where there is a region that wants to interconnect
to another region, a cost sharing arrangement for the interconnect costs
will likely be setup, if suitable donation or sponsorship is not
available. This would mean an ongoing cost, but not for access. It would
be up to the members in a given region if they wished to fund such
interconnecting links.

The membership requirement and access restrictions as specified by the
AWA, is to ensure we fall within the "immediate circle" rule, as
interpratated by us as a requirement of the Telecommunications Act of
1997.
