Yup.  The simplest way is to setup the access point with no
authentication etc required - dhcp out an address, and set a proxy
server between the access point and the rest of the world(tm).  Have the
access point redirect all web browsers from the dhcp'ed addresses to a
particular page that explains what resources are available.

There are more sophisticated systems out there, both commercial and
free, to manage user's logging into a network and getting access to
various resources, but if you just want to direct people to a particular
web server and no-where else, it's probably doable with squid and apache
and appropriate access lists.
