Yes. I think this is an excellent idea. Other institutions that spring
to mind are education facilities/departments and maybe even smaller
regional councils (local member maybe?)

I know that my old local council (Eltham/Nilimbik) gave grants to
non-profit development for the community, and that was actually hard
cash. I would guess that donating council owned/public roof/pole space
would be even more attractive to them.
