Connecting multiple users to a single cable modem with Telstra is allowable.
 
After carefully reading through my Telstra Bigpond Advance Powered by Cable
AUP, I found that I may connect my cable modem to a network, based on the
fact that I have multiple users on the one plan.  And yes, I have had 2
users paid for and connected 24/7 for the best part of 6 months now.  See
clause 5.6/5.7 in extract below.
