It's generally user pays for that sort of thing.  A few years ago a friend 
needed maps of Canberra roads for his project.  Dept of Urban Services gave 
him a subset of data for the road centrelines in the suburb our uni was in, 
even though he wanted a few more suburbs to try the algorithms out 
on.  Because it was a uni and nonprofit it was free.  Generally that sort 
of urban detail costs money.
