[kernel-xen] Major changes to package build process

Hi all,

With the latest XSAs, as well as to finalise the spectre / meltdown 
issues, I've switched the building of packages from the release source 
tarballs to the staging git tree of each xen version currently 
supported.

This is a rather large change, but required to keep up with XSAs - 
including the latest 'Foreshadow' fixes.

This is still a work in progress, however I'm moving from the oldest 
version (hence the one with the most missing fixes) first.

Xen 4.6 has been converted, and work is progressing on Xen 4.7 with the 
rest to follow.

Please take extra care in updating as these changes roll out and provide 
any feedback via the list on any impacting changes.
